Born in Bergama, Izmir in 1955, Mehmet DUMAN graduated from Gazi University, Department of Foreign Languages Education in 1989. In 1991, he attended the International Institute for Educational Planning and Administration. He earned his master's degree in Political and Social Sciences from Gazi University.
Duman's public service, which started in the Ministry of Food, Agriculture and Livestock in 1976, continued in various managerial positions. He served as a manager at the Ministry of National Education, Istanbul Metropolitan Municipality, and Adapazarı Metropolitan Municipality, and as a manager and senior advisor at the Prime Minister’s Office.
He is currently the Chairman of the Executive Board of the World Academy for Local Government and Democracy (WALD) and the Secretary General of the United Cities and Local Governments Middle East and West Asia Section (UCLG-MEWA).
