He was born in 1960 in Bozat town of Piraziz district of Giresun. He graduated from Istanbul Imam Hatip High School in 1980 and from Istanbul University Faculty of Business Administration in 1985. He completed his master's degree with his thesis on "Different Approaches in Local Governments and Social Municipality Practices" at Istanbul University, Institute of Social Sciences, Department of Finance.
He won 1999, 2004, 2009, and 2014 local elections and was elected as the Mayor of Zeytinburnu four times, three of which were from the AK Party. He was elected as the Mayor of Beykoz in the 2019 local elections.
Aydın, who is the Vice President of the Union of Turkish World Municipalities and the President of the Turkish Photography Foundation, has been interested in the art of photography for many years. Aydın has had two photography exhibitions.
Aydın speaks English. He is married and has two children.
